It would appear the driver entered the tunnel too fast because when the bus first comes into view the rear wheels are already locked up and remain so throughout the fishtailing ( no ABS obviously ).

It is quite possible that the rear wheel lockup was not from the driver applying the brakes. The articulation joint has angle limit sensors. If the bus bends too far it will automatically trigger the rear wheel interlock.
